It is NGE. The kid on the left with the blue hoodie and cap is a young version of Kaji.

I wonder if the writers thought of Kaji's backstory, it dosn't contridict the tv series at all, Unless Anno says other wise I geuss It is plausible

They did, it shows up in the manga version of Evangelion.

This gives me feels. I'm glad the manga told Kaji's backstory. One of my favourite reasons to read the manga. I wish they had put it in the anime.
