Well I didn't know her name neither, but is a very good scan thanks for share. ;)
Keiko Takamura from Uta~Kata, the only character with any sort of bust (yeah, I tend to notice that sort of thing). She's real cute anyway.

I place this in the Keiji Gotoh section because he is the artist of this artwork. However, he was not the character designer for Uta~Kata, his wife, Megumi Kadonosono was. Gotoh was the director of the series. Thus, this is his interpretation of this character.
