That's not I-no. I-no has black hair and it is short-- don't let the guitar fool you. That looks like it is really a female version of Eddie/Zato-1 wearing Sol's outfit.

Um... actually, this is Millia-Rage, as far as I know, dressed up in Sol's clothing. I have NO idea why. But hey, she looks hot, doesn't she? So who are we to question? :P Not that I'd complain if it WAS I-No... Those girls are wholly too cute.
I like the background a lot, although I'm not so keen on the fact she kind of blends in with it, I'm afraid. :/ Although that is just my opinion. A little definition between her and the background, and this would totally rock. "Rock You"
This picture is lurking innocently in the art book. It's too tempting to emulate the artist and draw other female characters in Sol's clothing. >.<
