Overall it is a good piece of work.
The background is an excellent piece of work, the clarity of the stark treee branches contrasted very well with the softened shapes of the town buildings' at the very far back. This drew emphasis to the finger-like tree branches against a dreamscape (town), evoking memories of those ghost story movies/cartoons previously watched.
The character was suitable and well posed with the background, the perspective of the picture is well matched (though it seems we are a dog or cat looking up from beside the vampire?) I especially liked what was done with the lighting on the character. The edge was softened where the lightsource was direct (back of her head and the lock of hair in the light) which is what it should be. This with the highlighting made the character blend in naturally with the lighting.
There are some parts which detract though. The extraction of the character wasn't clean. Her forelock of hair has some jaggies and the outline of her chin is too thick. Also the edges of the bottom-most lock of hair in the light wasn't smoothed out as much as it could have been. It contrasted too strongly compared to the other two seemingly natural parts mentioned above.

Impressive wallpaper. Especially the background... I'm sure it requires a fair amount of raw artistic skill to be able to produce something like that :). And of course you couldn't choose a better scan than the girl from tsukuyomi for this background ... she really fits perfectly inside the scene!

Oh wow.. what a beautiful array of lamp lights in the eventing.. ^-^ .. Too bad.. I think the character looks a little weird.. she doesn't do justice to the beautiful nighttime landscape you created! >__> .. In my opinion.. ^_^;; .. ~_~; .. I guess I'm just weird like that.. ;_; .. I really like your work though. I think it's amazing how you did this by hand.. :D
