she had a cloth that wrapped around her chest and was hanging out of her sides i took that out becoz there was 2 much of
the girl then the bg.
her fins and cloth has a wind effect.

Cool, I've never seen an anime scan quite like this. Where did you get it from? It would be cool to see the whole scan how it was before.
I like the way you have added the fins, you've really given it a special water monster effect, this girl now has a completely different character because you've done so. Extraction is also nice - no mistakes there!
Background is quite simplistic, but I think this is a good thing since it seems your walls have more space left for the character rather than the background. I love the colours you have used, this really complements the character. Plus, the colours you have used made the wallpaper seem very under the sea!

Me gustó bastante que usaras de fondo la imágen de la chica, los tonos que usaste fueron los indicados. La chica está bien aunque pudiste haberle dado más efectos para que la imágen tuviese más color.

Anyway, for the wallpaper, it's nice. It seems a bit cluttered with so much stuff, so it probably is better that you didn't add any text to the wallpaper. I don't really like the line effect going over the entire image either, it just seems so ugly to me. Your job on the buildings in the back, however, is amazing. I love the textures and such used on them. The cherry blossoms seem a bit thrown in, but I think they still fit well with the scene you have. The water looks really purdy, even though I'm not a fan of the color for some reason. And finally, the character looks kind of strange to me, but she works out overall. Anyway, keep up the good work Oracle.
