Starting to learn Adobe, and ended up making a paper. Crosshatching, brushes and that neat reduced color effect were used. Brushes gotten from here. Image used from Hongfire.com.

Do you mean did I draw it? No, I didn't. I took an image from an artbook, did a color dither on two to five colors to get the grunge effect, pasted the un-color dither over it and faded that to about 70%, crosshatched the background, added some cracked brushes and faded the main image to give it a 'ghosty' feel.
