I really dig this wallpaper.
And its from art-tv. i really love that scan that you used.
the extraction is very well done from my view of the screen.
I love the glowing effects around her.
Those swirly lines you've just added, with strokes.
i wish you added more feathers fly around XD.

The glow and softness to this piece is very surreal in my eyes. The outlined character glow and the white curves and lines in the background add something of a relaxed, yet exciting atomisphere and go well with the glow of the character.. Plus, those two moons in the the upper left hand corner really bring out the pic's real potential.
Well done.
PS. I don't really do art much, but I've got all the nessacary software; such as PS and Gimp. I mainly judge and point out whats good(and sometimes bad) about a person's work.
