Well, i started with other intention, but in the end i made it.
Firist i make vector the couple on sai and psd. Second: The background i used one scan for waves, brushes for sea, sun, birds and the sand of beach. The sky i made with gradient map and brush of psd, i used one cloud texture with opacity reduced. Yeah, just it.

    Awww ain't they cute.

    I have now problem with the coloring and the background choice, actually let me say:
    Well done, sir! ;)

    But~...xD
    The skin on here face
    the skin under his right eye
    the background to the left of them
    the center and the right side of the hill

    I guess that's from some kind of paper texture you used and/or maybe quality loss from compression?
    You might wanna fix those areas, especially her face, because that sure catches the eye quickly.
    And while you're fixing the skin on her face you might wanna add the shadows of her nose and mouth, because without them it seems kinda flat compared to the well done rest.

    Talking about shadows:
    The light & shadows on her pauldron seem really soft compared to the rest. It's the same on the orginal scan, but together with the sharp vector it stands out quite a bit here. Maybe it helps to make them a bit sharper/rougher.
    Or maybe you could add the hole that's on the pauldron even though it's actually below the part of the scan you vectored, just to give it some more detail.

    Also, maybe a bit less birds would be better, or you could resize a couple of them and make them seem to fly behind the rest to add some depth to the background.
    And one more tiny thing, the third bird from the right has 3 1/2 wings or rather is about to fusion with another one. :P

    Beach and sea are nice. The sky too. Birds seem alright. The mountains...are..eh...looks like pasted on with papee. They look too flat and have these paper lines. I would fix that if I were you.

    The vector oh my...strokes! I was afraid it would look worse when you start zooming in a bit more on the characters, where details are less compressed. The colours are alright..somehow looks like there is colour burn on it. With a sunrise type of setting, I would make the colours a bit softer aswell. About it...nicely done though. I like the overal picture.
