Huh, from the preview I thought that would be Shinji...looks a lot like him + penguin?! xD
I love the vector! ...buuut~ you might wanna fix the littel bump-part on the right leg,
either remove it completly or close the left part that's open.And the part around the mouth, where the skin hits the background, could use some blur so it blends in better.
Same would work on the part of the right arm and the part where the different skin colors from both arms hit each other.And like Steffi1690 already said, some actual background would be nice.
Afterall you took the effort and time to vector the scan, compared with that adding a bit of texture and/or nice brushes is a piece of cake.Also....I would love RAINBOW PENGUINS! O_O
But that's something else, might look cool though. xDH~I~H

I like the plain background. I like the vector. Of course something more can be done with the background (if you like that sort of thing /scoffs). I happen to adore the penguin cuteness. I love that you use a kind of warm grey instead of any other colour. They say grey is boring but they don't know that grey is a neutral colour that is able to not only mellow but balance out while still give a good contrast to bold/bright colours. Don't fxxx with grey!
