I've had my eye on this scan for a while. At first I wasn't sure of what to do with it - just that I had to do something with it - but, after getting tired of it sitting in my Future projects folder, I decided to simply vector it as-is. So I opened it up, inverted the color scheme so I could see the parts I wanted to work with, and finished this in around 3 days, with about 2 hours of work/day. It took so long mainly because I kept moving shapes around and selecting all those tiny specks was a pain XD

98% of this is Freeform Pen Tool, with the bulk of the bigger waves done with the regular Pen Tool. Using the regular one all the time would have interfered with the look, and I wanted something more unpolished and slightly "chaotic", so smooth curves were a no-go.
At first, I wasn't going to extend the scan since I wasn't too fond of the lumps of shading on the left (in the original scan), but after breaking them down into several smaller ripples they turned out decent so I kept them. Added a texture from Pendle Stock at the end just for variety's sake, but I admit the textureless version (uploaded here) is my favorite c:

    Oooo nice. I can't really appreciate the details because I'm on the phone right now xp
    I'm glad you took out that weird lumpy thingy. I don't know why but it bothers me greatly.
    Have you thought of adding colors? Or change the colors? Like blue-ish instead of grey. Darker blue instead of black.
    It nice to look at but I feel like it's missing something.

    Actually, I went through some versions like dark blue, cyan and pinkish red, but for some reason black & white looked best so I stuck with that.
    I'd be happy to make alternate colored versions if you want, just name the color and resolution c:

    Because of her really long hair and the fact that she looks like you could find her in a cave, she reminds me a lot of Izanami from Noragami :o

    You vectored this? I admire you for that; it looks like a drawing filtered with 'Cutout' in PS. It's always interesting to see vectored works, which actually look like made with a different technique.

    You vectored this? God damn! I would have no patience for something like this, but the end result that you achieved is clean, grim, and beautiful. As much as I've grown to like bright wallpapers, my true love are these kind of walls. My eyes are singing.
