Coloring could use work, we can see the background trough her body. From the composition itself I cannot say too much as long except a little bit similarity with eyes I cannot detect too much connection with anime where my main expertize lies.

Hope you accept suggestions...
I think you should not make the lineart too thick, even if its a chibi character. Also you could use different brushes for skin and hair, and fill all the blanks that are in the lineart, since in some cases might look good, but in this case it just looks incomplete, once you're done with the base fill color you could try shading and lightning too, and you could use a softer brush to make the blush, the one you're using now is too hard, it looks like it has rash or something x.x. That's all, hope this can help you improve your future works, remember there are tons of painting tuts around the net that can help you lots too :3.
