well i'll try to express in english what i'm feeling (in french :p ; i don't yet feel things in english) when i saw your picture.
First of all it's really well drawn. I didn't try to draw anime so i don't know the difficulty but i sure isn't easy and you did it really well.
It's a soft and sweet picture and it's full of emotions.It's not a kind of empty draw ... argh difficult to express that ^^ i think the character is happy like she saw anyone she likes. I really like the style you put on it. And i like also the technique it's a soft style ... i would like to say more but it's too difficult (i didn't find that in the dictionnary). But the dark parts and so on are well done. You have a sweet way of making lines with your pencil. It's soft and clean. And i also really love her dress it's really well done. The lower part with waves is outstanding. Really well done.

In conclusion : i think you're a really generous and talented artist and i was surprised to see how well you worked. Sincerly it's a big fav.
