I'm not familiar with scans or the scanning process, but I'm curious about why are the other characters in low-quality and needed to be reduce because of the pixelation, while Akane and Kogami are in high-quality and doesn't need one at all but all of the them are from the same source.

It is not about scanning, it is about ... printing, I'd say. It is clearly seen that people who compiled these pages had used smaller pics of Ginoza's, Makishima's and others' figures than Akane's and Kogami's. If I tried to upload that scans "as is", without resizing them, I bet they would be suspected of being enlarged. XD
As an example you can take a look at poor Gino:

This is a piece of Gino's page, as it is, without resizing. Compare the lines of Gino's figure (and faces) to the characters in the corner. Gino-kun is pixelated while that Japanese characters aren't. That means that Gino's character pic was originally very small and with a little dpi. I do not know why they couldn't take a bigger pic, just like Kogami's and Akane's, I do not work for Spoon 2Di or for the Psycho-Pass commitee. ^^ I was disappointed too, Gino is my favourite character and I wish to have HQ pics of him. This pixelating is visible even when you look at the page as it is but becomes more obvious after scanning.I hope I managed to explain properly, it is rather hard to speak about things such as a magazine's page makeup in a foreign language. ^^" And I am not a pro of course, I can only suppose why the pics from the same magazine can look so differently.
