I really like the background, those buildings look really nice. The vector is also pretty nice though I would like to suggest to use Shape Layers instead of Paths when using Pen tool - you can only use 1px brush for Paths so the lines look pretty static and dull. Shape layers add more dynamics to everything, especially when it comes to living things like humans and animals. Also, there's some blurriness in Sagara's eyes (at the bottom of them), dunno what happened there, lol.
