To create this wallpaper and I've use this image for my vector (used Adobe Illustrator), how you could see, I've changed some details to create the last manga version sailor dress:

After that I've used Photoshop where I've added the same backround of my sailor walls and added some brushes to create her Time Power near her heart lance. Double Version to continue my Adobe Sailors Concept

    I think something happened to your file when you were saving...it's really jagged, there are blurry areas on her hair, and her face has some pixellation going on. D:
