This is FAN ART. The character concept/design belongs to the author, Cho Jung-man. I am not using this for commercial purposes myself; I just did this for practice and fangirl reasons.
I love the manwha Witch Hunter. Using Photoshop's pen tool and brush creating options, I drew this while referring to a page where a witch hunter was fighting a witch. I added smoky/snowy effects by using filters, more vectors and layer blending options.
