Hi!
The vector was made from this scan of bouinbouin
I've the idea to make her crying in water. She seems to be so sad and resigned. I made different versions (as usual)in vectoring water effect (that I blur a little), a underwater background with sunlight filtering through the water, chains, a wing (with a glow effect). Since I worked on lightning, contrast and saturation for each version to create these atmospheres.

Okay, starting from the vector, you're getting better, but somehow your lines are still a bit shaky. There's no real shades on her clothes, that doesn't look good, the chain could also use some more work, is pretty though to make silver look good, but if you do try, that shinny would just be great to look at. Her skin should be have a softer look, in general is okay but her shoulder looks so aesthetically since you used really darker colors than what you had overall. You used a wonderful image, but like this you didn't do it justice. The colors are nice thou (:
The bg is just no. Instead of using black to make it darker should've used a dark blue.
The bubbles are just awful, the outlines for them are really shaky and made by using stroked paths, and they don't get better inside either since it's over blurred. I think you had better bubbles than this.
Also Lents flare deep underwater is just no, that literally can't happen.
I'm just sad cause this could've been such an amazing wallpaper if you just put more effort in it.

Wait...she was crying?! I didn't see that. The tears look like the bubbles to me.
