That's not Haruhi! She's Renge. She comes to Japan to 'propose' Kyouya. She's a bit extreme as much as Tamaki and sometimes she appears with some good explanations, help the Host or just to destroy the atmosphere around. Renge thinks of Kyouya as her prince in movie ~ ~. Later, she is becomes Haruhi's first girlfriend.

Uhh.. are ya sure with what you said? Renge came to Japan to meet Kyoya and claims herself to be his fiancee. She's not Haruhi's girlfriend. Do you think Tamaki would allow that? Zettai dame.
