The background looks better than the foreground. The character needs more work (and I would really appreciate a link to the original image of the vector), it would help us to give you some proper feedback as to how you could improve the character.

I hope you will like this more then me. I´m not glad with color or this style, because I usually don´t do something like this. I wanted use my own Ritsuka´s vector from manga.
