Speed vector time. I think I almost got how to make outlines using SAI's vector pen tool.
A friend of mine challenged me to do a non-Yu-Gi-Oh vector so here's Nene from Digimon Xros Wars. Didn't think of a good background. But sometimes plain white looks great.
