The man who looks like Kankuro is actually his father (Fourth Kazekage, his actual name is unknown, he is a father of sand trio: Kankuro, Temari and Gaara).
The blonde character by # 72 - it's Yashamaru, Gaara's uncle (Gaara's mother younger brother). After his sister was sacrificed to seal the One-Tailed Shukaku, Yashamaru was assigned by the Fourth Kazekage to be Gaara's caretaker. In some translation Yashamaru is shown rather as a woman than a man, but I think more often Yashamaru is shown as a man.
