I've never seen or read any of the anime Tactics but I hear it's pretty darn nice. The artbook has some beautiful scans @_@!

The character reminds me alot of the adult version of Loki in Matentei Loki Ragnarok ^^ Really nice work with the scan, the BG suits him very well and adds a nice dramatic athmosphere to it all~ Nicely done indeed! The wings I would smudge/blur out the edges since they look kind of cut out~

He looks like Loki because the same artist that did Tactics also did Matentei Loki Ragnarok =)
