This is absolutely a pain in the neck to make.
Used this scan:
Snow Ring - DMYOTIC 6.5 / Vocaloid
after rendering: http://a.imageshack.us/img202/9128/mikupinkrender.png
Used up a bunch of gradients, and pentool to draw the flow shapes.
the bg i used a C4D and smudge+liquify it.
