It is, but that does not invalidate that this picture is the official artwork that was done of Rider for the game: Fate Unlimited Codes.
You can check it out if you want, as I found it in Capcom's Press Website ;)
Not only that, but more than half characters artwork that are here, in Minitokyo, are vector based and they are in the Scans section. Afterall, would I submit something like this as indy-art, when It wasn
