you want black glow? what i do is duplicate the layer, make it black. gauassian blur. then duplicate the blur layer a few times. btw, is the bg a pic of marines in iraq?

gah it looks stupid, but its my first go at this. how would i outline the char withought using brush manually? i can't seem to add a glow with the color of black.

for a black outline, go to blending options for the layer > click stroke and adjust the options till you get what you like.

I wouldn't use black outline or glow for that wall btw. I like the style it's very modern, poster like, not too colorfull, just excellent.
