I like this wall. I'm a sucker for pretty girls anyway. In the foreground we have two young girls standing in their underwear, one kissing the other. The background displays 'anarchy forever' and the graffiti anarchy 'a'. Perhaps the waller means to assert a connection between the foreground and background sentiments (casual, sexy friendship and anarchism). It's a connection I'd feel happy with even as a non sequitor.
