For the background on this I used a cloud BG I made and use a thick dash brush for the fake rain ^_^ and I also used a bubble brush in the colored rectangle part. I added the binary code to the colored rectangle and messed with the transparency & colors to get it just right. I also added the binary code in her eyes too...if you've seen this anime you'll know why ^_^ Last I added the character, pretty simple wallpaper!
