Oh the irony, I made a wall about FFXIII but I haven't played it yet. I saw this scan from Noizi Ito's works, about the main character Lightning for FFXIII. She looked great anime-ish style, so I decided to make a vector out of it.
Character: I vectored the entire image of Lightning. Armed with just the trackpad of my Macbook, I began the arduous task of plotting the paths of the lines. I wanted to try my hand at gradient coloring and I think it went pretty well. I followed the same color and lighting scheme as with Noizi Ito’s work. The most difficult part was plotting the gradients for the hair. Next, I wanted to change the eyes. The scan’s eyes were more “cat-like” and kind of lacked depth. So, I read a lot of tutorials on eyes (kudos to Nysha, I based it mostly on her tutorial). A lot of burning, smudging was done until I was happy with the final result.
Lighting/Background: I think I made an error when I decided to follow the original lighting of Noizi Ito first before deciding the background. When you look at it, it looks like there’re a lot of lights coming from multiple angles. So the background has to coincide with that. I was thinking of a situation wherein this could happen, then I remembered one of the scenes from FFX-2 where the three heroines crashed a concert. So, I made vectors of crisscrossing rails with spotlights of varying colors. I’m happy with how it complements the lighting on the subject.
Well, that’s just about it. This is the first time I've used so much gradients and I like what I see. I’ve just one
question to those who’ve been using a pen and tablet. Is it a good decision if I get one, for future works? Thanks.

Nice job on the vector, I especially like the face/hair.
I do think you could've left a few things out, like the yellow on her cape (?)
and maybe the over blur shadows. Over blurring just makes it loose detail,
perhaps you could try smudging for a more painting look as Noizi Ito's art usually takes.For her type of pose I think an open, sky BG of some sort
would've been a better choice to go with. Though I do like that you thought
out of the box and tried something new, pleasantly surprised :3Great job overall, you have improved in vectoring.

From a design and composition standpoint I can remark honestly that both show an accomplished artists' skill and knowledge. The subject material is one that stimulates and massages the imagination with beautiful and whimsical imagery. Color is used skillfully also, as the palette is limited to complimentary colors and shades of gray and white, that enhance and sensationalize the overall look and feel of the piece. Finally, the use of a darker background effectively serves to bring the character before us in a way that makes her both real and enhances her expressive visage and countenance. Thank you PaoPorsche for the considerable utilization of skill, time, effort, and planning that most certainly were expended in the creation of this work of art.

despite the awkward technical details and slightly unappealing color scheme(she is pastel whereas the background is not), this wall works well. i enjoy the background, it has an amorphous quality that isn't too blurry to be uninteresting. for future walls pay attention to what color combinations you use by looking at photography/scans etc to pick more coherent colors.
i'm sure as you continue vectoring your technique will improve. for the beginning, i suggest (esp for this wall) to start off with cellshading and move gradually towards more painted looks. painting requires patient layering of colors to create sharp images
as for pen+tablet i would suggest that you practice a little more with composition before deciding to invest. its only a tool
