Program used: PSP 8
The background has about 4 layers - first I made some pinstripes ond used a gaussian blur on it. The next layer is a bunch of retro circles with the same gaussian blur effect, both of those were monotone/greyscale! Last I did a sunburst thingy with the dark stripe at the bottom. That was in a army green color and added that on top messed with the transparency a bit. Then The character went in place a finally I did the text!
