I love the clothing details, mostly because I can't design clothing worth jack and am always jealous of others' abilities to do so. Flounces rock. The wings look a little too fuzzy though, not so birdlike. The outer edge feathers should be longer and thinner than the inner feathers, as bird wings are composed of 3 main feather types that range from the long pinion feather to the shorter/rounder body feathers.

*sigh* OK !! It's really nice because you added a lot of detailed things in there. You composed this picture fairly wall and everything seems proportion. Now that I've said my comments, let's move on to critiques.

Okay, first of all, I'm a huge fan of wings. So anything that has wings in it, I focus on that first and I notice a lot when it comes to wings. It all depends on what kind of wings you wanted. The main two that people usually do are angelic/bird-like wings and demonic wings. I'm assuming you were trying to do angelic/bird-like wings. Angelic wings are supposed to be made up of few small feathers and mostly medium to large feathers. They are flowy, free, and "relaxed". Your wings look kind of sharp and stiff. Feathers usually flow inward, not outward.

Now, the dress. I love how you made it detailed, that's good, but I think you can go further on that. The ruffles on the dress look more like wobbly lines. Maybe you can work on folds to give it a little more depth.

You're hiding her arms, that's fine. I think you should have showed the arms holding onto the wire so it doesn't look like she's just sitting there and having perfectly good balance. The umbrella, it looks like it's just sticcking out of the bottom of her dress. Maybe you could have had the left hand that's holding the wire also hold the umbrella.

Hmm...I'm not sure what to say about the clouds. I mean, you can tell they're clouds, but there's something about it...hahah...well, I don't know how to say it

Umm...I think that's it O_o Haha...I'm sooo sorry for writing soo much!! All of this is just what I personally think can be fixed or how I'd like it Again, great job on the picture =]

Most of what I would have said has already been said by Tama-Neko and PANDAgirl so I can't give any constructive crit.
Though those clouds, the thing about them is probably they're drawn in a more cutesy-anime style, than the style you've used here, they contrast too much so people are picking them out as different.
