The concept is nice, and fitting with the scan you chose. I like the way you did the arrows, and the colour scheme. However, I think a few things could be improved:
- The background: I see what you're trying to do with a stormy picture, but it doesn't really fit the abstract style of the foreground (arrow and the cell-shading on the girls). And the filter you put it kinda makes your vector not as clean and slightly distracting ^^;. I think a simple background of just a colour, or a gradient, with maybe some textures and patterns would work better
- The font: since this is a pretty bold statement, I think you should use a blocky font instead of a scripty one
- I think you could make Haruhi slightly bigger to fill up space and make the top half more balanced, and to give it some distance since she's closestAnyway,
