they are two characters of Sumi Keiichi, various filters photoshop, a little fast cutting I must admit it, but good, they is characters with so much of style :)
I put a bottom in range with 3 colors (blue, white and red), then I put an effect of mosaic.
I applied the copy in superposition on which I had put an effect that I failure :
Jagged Bubbles
Distort > Wave.
Stylize > Emboss.
And some trick, but it failure. Considering I failure my effect, I added an effect of followed cloud of an effect of
spiral.
I applied an option of fusion->incrustation of color to have a uniform colour to the bg
On the persos, to avoid the effect of pixellisation due to cutting, I put a framework of selection of 5pxl, a Gaussian
blur (thank you calintz for the easy way)
To afflict for the translation, will be necessary to see at Systran ^^

Now that I've taken my eyes away from the wall, how long did it take you? Aren't those filters amazing? Simple work like this is what makes walls great. Sure, you could have an awsome bg, generated in a 3d program, but why would you, when you could do something like this and still have a kick ass wall. Keep up the good work, or I'll get depressed!
