so strong blurs, although they initially look good, tend not to have the impact of harder shapes because they look so washed out. this is mainly because your blurring is so uniform. try darker shades to harden some edges and give more depth. and its also important not to forget highlights as well when you are going for the "painted" look.

Information:
A vector from a screenshot of that new anime, however I didn’t seen it yet (I will)
The shade is using a similar technique as my last vector (This one) but with a stronger blur, I’m still testing, feedback
are very welcome and as you can see it’s not as good as the previous one, mainly because of the source image shade
design witch is less “interesting”.
Technical:
- Made in Illustrator
- Resize/crop and signature in Photofiltre Studio X
- Source material: [ScreenShot]
Term of
use:
- You can take it and distribute it anywhere as long as a reference to me is given (un-removed signature or a credit in
the description.
- For wallpapers a crediting in the description is enough.
- For any other low-res creation like signature, banners, avatar, it’s all up to you.
- If you want a .png version with transparency or the .ai files please PM me, I will.
If you use it for a wall or something else, please PM
me, I’d like to see your work.

I agree with everything Vitaamin said, your lines are really nice though
I want to point that out. The blurred look really takes away from all the detail, you should really try cell-shading sometime :3
Shades and highlights make the vector come to life afterall. -
