I think this is that goofy guy in the student council who dotes on Yuki and looks like Kyo, but with black hair. I could be wrong though, the face looks different, but I can't think of this being any other character since I think only Shigure and Akito have black hair (and Haru, but that's also half white), and it's obviously not either of them.
