I love this image and was driven to make a vector of this image of Noe. I know, she's sitting on a park bench with 2 other characters... but I just wanted to draw her right now.
Illustrator CS3 and 4. Boots fuzz was drawn using the Pencil tool in Illustrator. Also, I have 3 layers. I start with the middle one (outline) and when it's done, I duplicate it and put the copy under the layer. I lock the original layer, and then remove the pen strock on the bottom, color layer. Make the regions to fill. This allows me to change the pen width later with LivePaint feature. There is a top layer too, for highlighting the sunlight reflection in her hair clip. The light is just 2 separate radial Gradiants (from gradiant menu) and both objects have their transparency setting to "Lighten".
