Looks similar in style to Masamune Shirow. If her hips were narrower I would thought it was done by him. The creator is Shouzou Kaga according to Wikipedia.

Well, you people are right actually. The artist for this art is Masamune Shirow. I doubt people don't recognise his art style. Shouzou Kaga is the creator of the first five Fire Emblem series. He left IS after the released of FE5.
