Kotomi is not going to get her own OVA. The reason Tomoyo and Kyou got their own OVAs is because their arcs couldn't be combined with the main story, since it involves Tomoya being in a relationship with them from an early stage (which would totally conflict with the fact that Tomoya will be with Nagisa). Because their story arcs couldn't be combined with the rest of the story, they we given the "Another World" treatment. Kotomi's story arc was able to be covered completely in the first season (sans Tomoya and Kotomi getting together at the end), so there's no need to have an OVA for Kotomi. -
