That blue haired woman isn't Alto, Ranka or Ranka's mom... o_O
It's Sheryl. :0 She has that outfit, including the blue hair, during one of her concerts. (check episode 7 for proove) -

If you look at the blue haired girl eyes you can see where they colored in the whites and how everything is so pixelated. If you look above her head you can see a really crappy erasing job of whatever was there. And Sheryl's face also looks really weird and off. -
