This is Haku. She's a fan-made Vocaloid--though she's probably the most popular fan-made one around. Her "thing" is that she's unable to sing like the other Vocaloids so she's constantly drinking.
She was made when a lot of the Vocaloid users were unable to make Miku sing well--their result was "Haku."

She's a fan-made vocaloid named Yowane Haku and has white hair (haku means white). Cute pic.
