This is a classical anime called Maho no Star Magical Emi. It is the story of a little girl, Mai Kozuki who is from a family of magicians. By waving a wand given by a mirror fairy, Mai becomes Magical Emi, a teenage magician. She stars in her grandparents shows, and uses magic to help solve problems. The girls in the image are in fact Mai and Emi and the little creature on the swing is the mirror fairy Topo.
