This is a classical anime called Maho no Star Magical Emi. It is the story of a little girl, Mai Kozuki who is from a family of magicians. By waving a wand given by a mirror fairy, Mai becomes Magical Emi, a teenage magician. She stars in her grandparents shows, and uses magic to help solve problems. The girl in the image is in fact Magical Emi during a show.
