you definitely need to improve on the outlining ne~ =] did you use the pen tool? or the polygonal tool? well you can do better~ =]

First of all my vectoring skills suck so this is actualy the first one I'v finished and theres still so much wrong with it.
I vectored this for the Vampire Knight group I'm in... hi guys!
well I hope to get better at it though...on to the next one!

I hope you won't be upset at me for saying this, but your work doesn't look like a vector at all. It looks more like you painted over the scan using a brush and saved it at a low quality. You should learn how to vector using the Pen Tool, it's the best method and you'll get the best results. I wrote some tutorials on vectoring, maybe you'll find them useful:
How to vector (trace) an image ('Stroke Path' method)
How to vector anime eyes (Shape Layers method)
The second one can be used for vectoring the entire body, not only the eyes. Good luck! :D
