Her name is Mahiru Suruga, and she's the main character in a manga called Peridot. (Which is, indeed, drawn by Hiyoko Kobayashi.) Kobayashi is also the guy behind the somewhat better known "My Wife is a highschool girl", to which this one is almost the polar opposite. It's a manga with lots of streetfighting and streetfight-related zen talks. (And assholes getting their teeth kicked out. Or in.)
If the two have something in common, though, then that would be that Kobayashi obviously likes to draw ridiculously curvy women with huge boobs. So if you are a fan of Tenjou Tenge, then this manga will certainly scratch your itch.
