This is a scene from the manga, Trigun Maximum. It's in volume 2, a believe. The scan came from the scanlation by MangaProject, http://www.mangaproject.cjb.net which came out before the manga was licensed.
In this scene, Legato is attempting to eat a steak. Unfortunantly, he no longer has the use of his arms...
