If you were referring to the two women behind Umi, it's Tarta (the one wearing her hair in the ponytail) and Tatra
(the one wearing her hair loose). They are the ruling twin sisters of Chizeta - one of three nations who have ambitions
on taking over Cephiro and instating themselves as the new pillar after Emeraude's demise.
One of the interesting things to note is that one of Cephiro's subjects, Caldina the dancer/illusionist (and former
Zagato ally) is a citizen of Chizeta - but has no affiliations with Tarta and Tatra.
