The green-haired girl is the Mermaid Examiner, Shiranui Akeno, and she's training San to hold off her form reversion. That's the reason why San's not turning back into a mermaid, but since she's still young, she feels itchy all over (note the blushy-teary-eyed San here. Kawaii! ^^)
