Another Shining Wind's wallpaper =D I really love Tony's artwork haha 
I dunno who's this gal, but she just too cute and with a sexy dress,
so I just manage to make a wallpaper for her =D
Add multi color layers on this wallpaper ^^",
and do the blending option. Blur the bg, and then median...
for the chara, I just did median and smart blur
(coz the quality of the original pic is really bad :|)
Hours: I was doing homework, while making this wallpaper haha (Approx. 5 hours I
guess)
Layers: 16+ Layers
