This is one of the sides of the brazilian DVD cover for the movie ''Neko no Ongaeshi''.
I've looked up and the literal translation is ''The Cat's Gratitude'', but the title in portuguese ended up being ''O Reino dos Gatos'' (''The Cat's Kingdom''), a very bad adaptation, in my opinion. -_-

It reminds me of a miyazaki movie :), nice scan.
Prehaps this artist was one of miyazaki's students, reason the art looks so close.
