like the way you did the hair and water, the only thing that i'm against is the mouth area, its a bit jagged, maybe try smoothing it out?....well,i can never seem to get how to make water but well this great

It's a very nice piece of drawing. Lovely concept, smooth, soft colours etc etc. Perhaps you only call it crappy because her eyes and nose seem to be too far apart? maybe.
But nevertheless, it's still very good. I'd be stoked if I could make something like that. So you just shush about it being crap!

Perspective is odd around the neck area though, but I bet giving hair perspective is hard so
I like the purple/blue mix you used for the skirt of the dress. & that shoulder looks very nice.

Well there is room for improvement, like around the neck. But you've a great sense of lighting and colours, which means you'll make an awesome cg artist with the time. Keep it up!
