Hm...that's not bad at all. The girl looks very well colored and the ribbon and ballon well vectored but I don't think the font matches very well. That's the small thing. :) Otherwise, great!

I tried out a new way of colouring and it turned out really good in my opinion. I left the ribbons to be coloured last, but then I decided to vector them instead. They look a bit strange but I actually like them better vectored than coloured. I know the shading looks weird in some part but I just want to finish it so...whatever. I wanted to paint sky for background but, as usual, it turned out really really bad so I used one of the photo on my machine, flipped it upside down to make it look like the girl is walking on the cloud and applied a filter. I put the text in later because it looks empty. That's about it.

Character design is good, the colouring is great as well. ^^
But maybe the clouds are not necessarily needed. They just look out of place since the black out cloud is already there >.< they just look weird together. A better font might work. Or maybe the font with different colour instead; maybe black? Since your character is wearing mostly black, they must match the character since they catch the most attention, not background.
